UDR is seeking qualified candidates for a Procurement Engineer opportunity for our customer in Aiken, SC to support the Savannah River Site.

Duration - 1 year (2000 hours Straight Time/500 hours Over Time per year)

Duties:

Subcontractor shall assist in procurements of engineered equipment and services at all phases of the acquisition and work execution. They will also provide support to the Savannah River Plutonium Processing Facility (SRPPF) project for the SRPPF Engineered Equipment Procurement Integration Team. Subcontractor shall assist as needed, SRNS departments to verify Supplier compliance with safety, security programs, monthly accruals, field walkdowns, and audits.

Subcontractors should also be highly motivated, adaptable to rapidly changing conditions while maintaining their professionalism, possess strong communication skills - both written and verbal.

Subcontractor shall successfully complete the duties assigned in 3.1 above, as demonstrated during the period of performance and verified by the service provider's manager or designee on a weekly basis.

Duties (not inclusive)

  • Prepare technical deliverables required in support of procurement acquisitions required for Engineered Items and Services associated with SRPPF Project.
  • Provide technical oversight of Subcontract (AE Firm) prepared procurement related deliverables prepared for acquisition of Engineered Items and Services associated with SRPPF Project.
  • Coordinate SRNS review of Supplier prepared drawings, specifications, bills of material, calculations and other Supplier generated records among various SRNS organizations such as Operations, Engineering, Construction, etc.
  • Prepare monthly receipt accruals in support of ongoing Services subcontracts.
  • Work with assigned Control Account Managers (CAM) to review/approve Supplier invoices and make recommendations for payment to SRNS Accounting/Finance.
  • In support of SRNS initiated audits and/or prescribed Factory Acceptance Activities, collaborate with SRNS Cognizant Technical Function (CTF), Quality Assurance Engineering, and/or Engineering Surveillance Team.
  • Oversee Subcontract related work scope performed at Customer jobsite in compliance with Customer specified safety and security program requirements.
  • Perform field walk-downs to document "as-installed conditions" and to inspect equipment conditions as work continues to be performed.

    Subcontractor must successfully complete the duties assigned in 3.1.1 above, as demonstrated during the period of performance and verified by the service provider's manager or designee on a weekly basis.

    Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.

    Experience / Skills

    Candidate must demonstrate a knowledge of procurement and engineering design approaches. Experience associated with nuclear facility design is preferred, including the application of safety class and safety significant codes and standards.
    • Candidate must be able to perform field walk-downs to document as-installed conditions and to inspect equipment condition.
    • Knowledge of procurement and engineering design approach associated with nuclear facility design is preferred, including the application of safety class and safety significant codes and standards.
    • Candidate must have a working knowledge of national consensus standards for Quality Assurance Programs including ASME NQA-1 and ISO 9001.
    • Minimum 5 years prior experience toward mechanical/process equipment acquisitions (e.g., specification development, bid evaluation cycle, post award supplier design & fabrication support, receiving inspection, and/or equipment installation/startup support). Candidate must be familiar with national consensus codes and standards including: ASRAE, ARI, NFPA, SMACN, and ASME).
    • Candidate must demonstrate 7 or more years of experience in the field of Mechanical/Process Equipment Acquisitions. Candidate must demonstrate experience creating and revising procurement related documentation in one or more of the following areas: HVAC flow, Process Flow; Rotating Equipment, Piping and Instrumentation Diagrams; System Descriptions; Mechanical Equipment Lists; Mechanical Equipment Sizing; Material Handling Design; Fire Protection Design; Sizing Calculations, and Vendor Document Reviews.
    • Candidate must be able to perform field walk-downs to document as-installed conditions and to inspect equipment condition.
    • Previous SRS Design Engineering experience and working knowledge of SRNS design processes and procedures is preferred.
    • Working design experience in a nuclear industry/facility is preferred.
    • Occasional travel is required.

      Period of Performance Schedule

      Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two- thousand and eighty hours

      Qualification Criteria:

      An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
