Division works with government agencies and communities to design
and implement projects to promote increased resilience to disasters
and long-term housing, economic, and infrastructure recovery after

Our team is seeking a Senior Engineer who will collaborate in
exciting projects nationwide related to defining and implementing
resilience projects funded through federal infrastructure grant
programs. You will support ICF's clients with all phases of the
project implementation, from concept to construction oversight. As
a Senior Engineer, you will provide procurement, design phase
services, and construction management expertise. Primary clients
include states and localities administering HUD and FEMA-funded
disaster recovery and hazard mitigation programs. We are swiftly
expanding to cover the American Rescue Plan Act and funds
appropriated through the Bipartisan Infrastructure Law. The DM
division often collaborates with ICF experts on related issues such
as climate adaptation, environmental planning, water resources,
data analytics, energy efficiency and green building, and
infrastructure. Our work is conducted in a professional,
collaborative, and engaging environment that allows individuals to
pursue their passions and generate results.
This senior-level position will have multi-faceted responsibilities
related to client management, technical delivery, and mentoring of
staff. The successful candidate will serve as a task lead and
deputy project manager for state and local work related to FEMA and
HUD hazard mitigation grant applications and program and grant
management. ICF seeks a team-oriented individual who will work
alongside colleagues and clients to deliver quality projects and
programs.
This is a remote-based position with preferred locations in
Florida. The ideal candidate must be able to travel up to 20% as
needed based on current and prospective clients.
What you will do:
Support ICF's Disaster Management Division, specifically
engineering and technical analysis for projects and program
management related to FEMA's Hazard Mitigation Assistance grant
programs (BRIC, FMA, and HMGP), HUD's CDBG-DR and CDBG-MIT
programs, and state mitigation programs.
Technical lead for grant application development and identification
of eligible, technically feasible, cost-effective, and
EHP-compliant projects. This may include concept-level design
(preliminary engineering reports), including the development of
drawings, scope of work, schedule, and opinion of probable
cost.
Conduct project evaluations to determine the eligibility of
projects presented by subrecipients under programs administered by
state-level clients.
Recommend projects for full development and reviews subrecipient's
work plans to develop projects, including developing scope of works
and cost estimates for design or management services.
Coordinate and reviews subrecipient's design documentation
following completion of key design milestones (including studies,
calculations, drawings, and specifications).
Monitor projects involving construction activities by reviewing
shop drawings for conformance with specifications, change order
requests, recordkeeping, and progress reports.
Assist with client management and ensures that ICF's services
exceed client expectations.
Must haves:
Bachelor's degree in Civil, Structural, or Environmental
Engineering, or similar field
5+ years experience in engineering
2+ Experience working with critical infrastructure (including
water, wastewater, and energy utilities), environmental planning,
permitting/regulatory requirements, design, and flood mitigation
(coastal, riverine, and stormwater).
Licensed Professional Engineer (PE) or Engineer in Training (EIT)
by the Florida Board of Professional Engineers or states with
reciprocity.
Preferred Qualifications:
Experience with federal funding for complex infrastructure
projects, including but not limited to FEMA's Hazard Mitigation
Assistance grant programs (BRIC, FMA, and HMGP), HUD's CDBG-DR and
CDBG-MIT programs, and state mitigation programs.
Background working at a consulting firm supporting state and local
agencies.
Proficiency with ArcGIS, AutoCAD, Microsoft Office Suite (Word,
Excel, PowerPoint, Project)
Professional Skills:
Excellent written and verbal communication skills, critical
thinking skills, integrity, and ethics.
Ability to collaborate with others to meet tight deadlines and
deliver quality work products.
Ability to manage complex projects and tasks, often
concurrently.
Ability to formulate creative and strategically oriented approaches
and solutions, demonstrated success in project execution and
maintaining client relationships.

Pay Range - There are multiple factors that are considered in
determining final pay for a position, including, but not limited
to, relevant work experience, skills, certifications and
competencies that align to the specified role, geographic location,
education and certifications as well as contract provisions
regarding labor categories that are specific to the position. The
pay range for this position is :
$88,722.00 - $150,827.00
