DESCRIPTION The Strategic Planning Manager oversees Augusta-Richmond County's regional transportation planning initiatives; represents the department and MPO at local and state functions on transportation-related topics; and serves as a liaison with the Federal Highway Administration, Federal Transit Administration, and the Georgia and South Carolina Departments of Transportation for transportation planning activities. PRINCIPAL DUTIES AND RESPONSIBILITIES * Directs and oversees the development of the Transportation Improvement Program, Metropolitan Transportation Plan, Unified Planning Work Program, and related federal/state urban area planning activities. Provides tactical direction on long-range planning topics centered around transportation; such as land use, equity, housing, historic preservation, economic development, comprehensive planning, and policy. * Provides administrative, oversight, and technical responsibility for the management of the bi-state Metropolitan Planning Organization (MPO). Develops and oversees the annual MPO budget, including budget development, reimbursements, and federal program funding compliance. Drafts financial and milestone progress reports on GDOT, FHWA, and FTA metropolitan planning funds. * Supervises planning staff according to departmental policies and procedures. Provides oversight and guidance on the continuous development of staffs' transportation skills set. Stays abreast of BMPS in transportation. * Performs senior-level project management. Duties include developing proposals; developing and tracking project budget, scope, and performance measures; recommending and procuring consultant services; managing consultant and MPO staff team; reviewing and reporting on study progress and deliverables; applying for and managing of grants; corresponding with agency partners, and developing and implementing public outreach plans. * Conducts and designs complex technical planning studies. Collects, analyzes, and interprets transportation data, designs surveys, develops long-range transportation planning priorities, summarizes data and prepares reports, and reviews transportation model inputs and outputs. Responsible for supervising and conducting on-site review, monitoring, inspections, and studies of intersections and transit route * Leads multiple ARTS-MPO quarterly and monthly committee and board meetings. * Provides multi-modal support for bicycle, pedestrian, freight, and develops vehicular equity in funding, safety programs, and safety goals. Provide guidance on ADA and complete streets initiatives. Conducts public outreach to ensure planning efforts meet the long-range vision of residents and stakeholders. MINIMUM REQUIREMENTS Education: Bachelor's degree in Planning, Transportation Engineering, Civil Engineering (with a concentration in transportation systems), Public Administration, or related field. Experience: Five (5) years of relevant experience with three (3) years of experience in the land use/transportation field plus one (1) year of supervisory experience. Preferred: Master's degree in urban and regional planning. Knowledge/Skills/Abilities: * Communicate clearly and concisely, both verbally and in writing. * Ability to read, write, interpret, and analyze plans and complex regulations. * Ability to analyze data, generate statistics and identify trends. * Significant and demonstrated knowledge and experience in transportation and land use planning including the management of major plans and studies; * Demonstrated knowledge of regional planning best practices including the integration of equity, economic development, and environment; * Demonstrated experience in crafting and communicating public policy recommendations; * Excellent interpersonal skills; * Critical analytical and strategic capabilities; * Experience in employee and staff performance management and mentoring; * Ability to establish and maintain effective working relationships with section staff and agency peers. * GIS and Data Analysis * Grant Writing and Administration. * Ability to supervise and maintain effective working relationships with professional colleagues. Certification: AICP preferred but not required Licensing:Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. * Human Interaction: Requires the ability to work with and apply principles of persuasion and/or influence over others to coordinate programs or activities of a project, and resolve typical problems associated with the responsibilities of the job. * Equipment: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. * Verbal: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. * Math: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. * Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. * Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs. * Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. * Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. * Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
