DescriptionJob Description:Leidos is looking for a Deputy Program Manager with Top Secret/ SCI- Polygraph clearance to join an established team of technical professionals responsible for the daily operations and maintenance of two facilities dedicated to multiple national security missions. This firm fixed-price contract is responsible for installation & logistics (I&L) tasks encompassing Production Control; Facilities Maintenance including plumbing, electrical, and general maintenance; Grounds maintenance and design; and Custodial. The Deputy Program Manager will join the existing team to support project planning, personnel management, business administration, customer engagement, and other tasks delegated by the Program Manager. This position is embedded at the customer facility with direct access to all program team members and customer stakeholders.Leidos is looking for a Deputy Program Manager with demonstrated experience managing complex programs, strong communication skills, keen attention to detail, experience driving high quality service delivery, and a strong focus on employees and contract personnel. Responsibilities include, but are not limited to, supporting financial performance; ensuring work requirements are clearly understood and communicated; accurately tracking status against customer and corporate requirements; identifying and leveraging resources to meet program needs; hiring, developing, rewarding, and retaining talent; responding to frequent customer and company data calls; and preparing program documentation and deliverables including BOEs, ROMs, and various CDRLs. The selected candidate will be responsible for tracking, addressing, and resolving administrative and business issues within the program.Primary Responsibilities:Oversee administrative and business functions of the program to include Contracts, Subcontracts, Finance, Staffing, and SecurityServe as a Point of Contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and company senior managementLead program operations during Program Manager's (PM) absence or while PM is responding to other program prioritiesMaintain full awareness of program activities and provide communications between staff and Government as a secondary program Point of ContactOversee operational execution and financial aspects of contract deliverables, cost, and schedule to ensure successful achievement of all key performance indicators and annual operating plan commitmentsProvide oversight of program staffing requirements, working with Staffing and Program Coordinators to support efficient hiring and onboardingManage organizational compliance with contractual requirements, Statement of Work and Leidos policies and proceduresProvide oversight to the program Quality Assurance Lead to ensure compliance with Contract and Leidos' corporate policies and proceduresProvide operational oversight and coaching to front line leaders, to include mentoring and developing of staff, and succession planning for the programLead and support customer and internal meetings, inclusive of agenda development and managementSupport preparation of program reporting materials to include IPR, WSR, PMR, and other formal review material to be presented to Senior Leadership and the Government PMOActively engage with functional support teams to ensure customer and Leidos requirements are metWork with highly technical teams to report status and assist with other support tasksCoordinate the preparation of Engineering Change Proposals (ECPs) and support business development activities as they pertain to the programCommunicate issues and solutions to the Government PM in a timely and transparent mannerContribute to, review, and ensure on-time delivery of Program Management CDRL deliverablesRequired Education, Skills, and Experience:Bachelor's degree and 8+ years of prior relevant experience or a Master's degree and 6 years of prior relevant experience. Additional experience may be substituted for a degree.At least four (4) years of experience as a Program or Project Manager, managing programs and contracts of similar scope, type, and complexity. Additional experience managing programs and contracts with the same customer may be substituted if there is less similarity of scope, type, and complexity.At least one (1) year of demonstrated experience in the management and control of funds and resourcesAt least two (2) years of experience managing multi-task programs with annual revenue of at least $5MMust be a US Citizen with current Top Secret/SCI with Polygraph clearance or ability to obtain.Must have demonstrated experience resolving complex personnel situationsMust have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, and schedule and financial data monitoringMust have leadership experience managing direct reports as well as functional staffMust have experience recruiting and retaining cleared personnelMust have experience managing subcontractors/teammatesMust have the ability to use sound judgment in problem solving and must possess excellent interpersonal and communications skillsMust have the ability to coordinate activities both pre-planned and last minuteMust have the ability to successfully manage multiple significant issues and tasks simultaneously, and must be comfortable working in a dynamic, fast-paced environmentMust have the ability to effectively plan and prioritize tasking and pro-actively take initiative when issues arisePreferred Qualifications:PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program ManagementProfessional Engineer (PE) License by the Georgia State Board of Registration for Professional Engineers and land SurveyorsExperience in Installations and Logistics (I&L) or facilities management supporting Department of Defense or other Government facilitiesPay Range:Pay Range $113,100.00 - $174,000.00 - $234,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
