This requirement is to provide Information Technology services and
support for enhancement, maintenance, and security of the Cyber
Center of Excellence (CCoE) G6's Network, Enterprise Level
Solutions, and IT Services. Position General Responsibilities +
Coordinate and complete projects in support of the CCoE IT
Transformation. + Manage deliverables, status, and quality elements
throughout the project lifecycle. + Set deadlines, assign
responsibilities, monitor, and summarize the progress of the
project. + Coordinate and monitor the scheduling, pricing, and
technical performance of the project. + Ensure projects are
completed on time and within budget. + Prepare reports for senior
leadership regarding the status of the project. + Build and
maintain working relationships with team members involved in the
projects. + Establish internal support for the methods used to
complete the project. Assist in the development of highly complex
solutions that support the CCoE. + Develop and manage written
project plans, including program schedules, and communicate plans
with all G6 staff, contract team members, users, and other parties
involved in the project. + Communicate project needs, goals, and
milestones with appropriate G6 Division Chiefs, Senior Management,
and Team members. + Produce reports and documents in support of the
CCoE. + Ensure adherence to master plans and schedules and develop
solutions to project problems. + Work closely with Division Chiefs
and technical leaders to ensure the development and delivery of
integrated solutions, providing input into project direction and
design. + Act as a technical writing advisor regarding projects,
tasks, and operations. + Define and develop project processes,
requirements, flows, structure, schedule, and deliverables. +
Research, develop, and write content for printed and electronic
manuals, documentation, and supporting materials for software,
hardware, technical procedures, and IT-related services. + Prepare
and maintain documentation and publications relating to users,
systems, programming, operations, products, and services. + Gather
and research technical information, including engineering and
development information, for use in documentation activities. +
Develop and analyze solutions to meet IT mission requirements +
Interview programmers, engineers, developers, and other technical
personnel to become familiar with product technology and
development methods. + Create graphical images, flow charts, and
diagrams for inclusion in the documentation. + Attend meetings
directly related to or associated with assigned projects; maybe on
or off-site (local). Take legible notes and be able to provide them
upon request. If TDY is required, Travel ODC will be utilized. +
Coordinate internal resources and vendors for the flawless
execution of projects + Develop project scopes and objectives,
involving all relevant stakeholders, and ensuring technical
feasibility. Final project scopes and objectives are subject to
approval by the designated CcoE G6 Government official. + Use
appropriate verification techniques to manage changes in project
scope, schedule, and costs + Measure project performance using
appropriate systems, tools, and techniques + Perform risk
management to minimize project risks + Develop virtualized training
content in coordination with schoolhouses. Position Qualifications
+ Ability to understand that IT project management is part of
project management, part technology operations, and part general
management. IT project manager's plan, organize, and integrate
cross-functional information technology projects that are
significant in scope and impact. + Possess and maintain an active
Project Management Professional (PMP) commercial certification at
the start date. + Possess one of the following: + Bachelor's Degree
or an equivalent combination of education and 5 years' experience
IT Project Management + 2+ years of experience leading and
overseeing IT projects or deliverable lifecycles. + Have the
ability to plan, estimate, propose, execute, staff, budget, and
closeout IT projects. + Have the ability to develop requirements
with the supported customer and design a solution to meet the IT
requirements + Have the ability to analyze a provided solution to
compare with the current environment(s) and determine if the
solution meets the mission requirements. + Be able to handle
multiple tasks and projects concurrently. + Have strong
communication skills in verbal presentations and written documents.
+ Have problem-solving skills in personal management, project
management, and providing deliverables Good organizational skills.
+ Possess the ability to work project team member or a project lead
as required + Have demonstrated experience in IT project planning
and monitoring the progress of IT projects. + Have proven ability
to meet IT project deadlines and work effectively within time
constraints. + Have the experience with a variety of writing types:
proposals, PowerPoint presentations, manuals, job performance aids,
photos, posters, project status reports, etc. + Have experience
with graphics programs such as Adobe Photoshop and Illustrator,
SnagIt, and similar programs. + Be proficient in Microsoft Office
and Adobe Acrobat. + Have the ability to design templates and
customize styles. + Be familiar with Desktop Publishing and DoD
publications, XML, HTML, and ArborText. + Have expert knowledge of
IT Systems and understanding of Networking and Computer Information
Systems. + Demonstrate the ability to manage multiple diverse IT
projects across multiple IT disciplines as well as IT plans and
policy experience. + Have the ability to manage and track IT
projects across multiple directorates and organizations is
required. + Demonstrate knowledge and experience with IT concepts
and Army IT procurement process sufficient to interpret IT-related
Enterprise Service Agreements (ESAs), Joint/Enterprise License
Agreements (J/ELAs), Service Level Agreements (SLAs), Memorandums
of Understanding (MOUs), etc. in support of the CCoE C4 mission IAW
applicable regulations and terms and conditions of agreements +
Prepare, execute, and monitor the project within the budget
policies and procedures of the CCoE G6. Ensuring that all projects
are delivered on-time, within the scope, and within budget. ISC
