JOB DESCRIPTION:This is administrative work of a managerial nature
in planning, directing and coordinating the State Postal, State
Surplus Property & Warehouse operations within the Bureau of
General Services. Responsibilities include planning and directing
operations, developing and monitoring budget, and determining
revenues and rate structure necessary to support operations.
Additional responsibilities include establishing operating
procedures, production, service and quality standards, and
operational, internal and inventory control systems. Supervision is
exercised over a medium sized staff. Work is performed under
limited supervision.
REPRESENTATIVE TASKS:
Plans and directs on/off-site operations and coordinates activities
with those of other Central Services sections in order to maximize
operational efficiency and ensure established goals and objectives
are attained.
Establishes operating procedures, production/service levels, and
quality standards in order to evaluate employee performance and
ensure consistent delivery of high quality products and
services.
Establishes and monitors operational, internal, and inventory
system controls in order to ensure operational integrity and
safeguard state assets, property, and services.
Develops and monitors operating budget and determines rate
structure necessary to support assigned programs in order to ensure
section identifies and receives required funding.
Implements, administers, and complies with human resource laws,
policies, procedures, and practices, including: AA/EEO,
recruitment, employment, position classification, performance
appraisals, training, discipline, contract administration,
communications systems, and employee safety in order to ensure fair
and equitable treatment of employees.
Reviews and analyzes production/service/sales records and trends,
forecasts anticipated growth, and identifies opportunities for new
or expanded products and services in order to develop long range
plans for section and ensure section is capable of meeting customer
needs.
Researches, evaluates, and procures production equipment and
automation technology involving significant capital expenditure in
order to ensure section delivers high quality and cost effective
products and services in a timely manner.
Develops and implements marketing strategies for section products
and services in order to make potential customers aware of section
capabilities and utilize section resources effectively.
Researches, evaluates, and advises State Agencies of changes in
shipping processes, laws and costs associated with vendors that
provide mailing and package services.
Communicate processes and functions of the units that are overseen
to government entities, the public and non-profits
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:(These are required to
successfully perform the work assigned).
Knowledge of Surplus Property and Warehouse operating principles
and procedures.
Knowledge of Surplus Property and Warehouse related equipment and
automation technology.
Knowledge of operational, internal, and inventory system controls
and techniques.
Knowledge of purchasing practices, procedures, and techniques.
Knowledge of budget preparation and monitoring practices and
techniques.
Ability to supervise and train a large production and/or service
staff.
Ability to communicate effectively orally and in writing.
Ability to establish production, service, and quality
standards.
Ability to manage a large production and/or service unit.
Ability to establish and maintain effective working
relationships.
Ability to establish pricing rates for services and products.
Ability to evaluate and procure equipment and contracted
services
MINIMUM QUALIFICATIONS: Eight (8) year combination of education,
training and/or progressively responsible experience in
procurement, contract compliance, analyzing, evaluating, and/or
developing organizational/managerial systems, programs, and
practices to include at least two (2) years of supervisory
experience. Preference will be given to those applicants with
experience in Postal, Surplus Property and Warehouse
operations.
