Business Services 9250BR What You'll Do in This Position Purpose of
Position
Plan, develop and direct the implementation of programs and
processes to manage all phases for life cycle management of
equipment and materials from procurement planning through use and
final disposition assuring programmatic compliance and
reporting for site organizations.
Major Responsibilities
SAFETY--Promotes a strong safety program by embracing the behavior
based safety program, utilizing ISMS, incorporating job
hazard analysis into work activities and and providing safe working
areas and facilities
PLANNING--Manages and directs the planning effort and allocates
resources to programs I projects to assist with planning
related
to acquisition, expediting, logistics, accountability, life-cycle
management and reporting of equipment and materials for
customer
base.
ACQUISITION--Provide general and direct management to asset
management personnel to assist programs I projects with
acquisition of required equipment and materials through established
sources, such as strategic agreements, procurement-cards,
open contract releases, purchase requisition preparation and
processing.
MATERIAL I EQUIPMENT CONTROL--Applies extensive and diversified
knowledge of asset management practices and principles for
storage and management in use of equipment and materials for
programs I projects. Accountable for results in terms of cost
and
compliance with regulatory, quality, contractual and procedural
requirements.
LIFE CYCLE MANAGEMENT--Provide guidance and direction for the
life-cycle management of acquired equipment and materials
from the procurement planning stages through utilization and final
disposition . Accountable for achievement of all regulatory
requirements and business objectives.
HUMAN CAPITAL MANAGEMENT-- Directs the appropriate assignment of
personnel to support programs and projects,
administration of personnel policies, career development and
performing annual performance appraisals.
BUDGET MANAGEMENT--Develops budget requirements for human capital,
equipment, facilities and operating material within
the area of responsibility. Accountable for phased execution of
planned budget for program expenditures including dynamic
reallocation as necessary.
PROCESS IMPROVEMENTS--Evaluate business processes with appropriate
tools to determine effectiveness and, when appropriate,
develop and implement process improvements to increase
efficiencies, improve customer support and confirm the value added
by process steps.
COLLATERAL DUTIES--Responsible to perform other tasks and duties as

Qualifications We Require Bachelor's degree Qualifications We
Desire Previous experience in property management, procurement and
materials management, logistics, inventory control, advanced
procurement planning or related fields.
In-depth knowledge of procurement and materials management,
logistics and property management practices.
Extensive knowledge of regulations and DOE Orders that provide
guidelines for materials management, logistics and property
management.
Previous management experience is preferred.
- Significant experience overseeing a multi-disciplined workforce
within a government warehouse operation
- Demonstrated accomplishment in optimizing performance of
warehouse facilities and distribution processes
- Comprehensive knowledge of Department of Transportation
Regulations, NQA-1 Nuclear Facility Quality Assurance Requirements,
and Chemical Warehouse Storage requirements
- Certified in Lean Six Sigma, Government Property and/or Project
Management disciplines and methods
- Ability and vision to establish and leverage KPIs to drive
organizational performance
- Demonstrated experience / aptitude to evaluate operations,
organize resources, conduct and apply formal issue evaluations and
lessons learned
- Proficiency with Microsoft Business Products
- Proficiency with compiling organizational schedules and budgets
and in driving organizational accountability to established budget
