communities. NATURE AND SCOPE: Under the direction of the ERSEA
Manager, the ERSEA specialist is directly responsible for the
administration, supervision, coordination, and organization of work
related to the Eligibility, Recruitment, Selection, Enrollment, and
Attendance (ERSEA) of assigned program participants. The ERSEA
Specialist is directly responsible for ensuring the program
complies with the ERSEA-related Head Start Performance Standards
with the goal of attaining and maintaining full enrollment through
the program year. In addition, the ERSEA Specialist must support
the program in developing clear policies and procedures reflective
of the community served in collaboration with the ERSEA team.
RESPONSIBILITIES (including, but not limited to): Assist in
developing, implementing, managing, and monitoring policies,
procedures, work plans, and systems related to the Eligibility,
Recruitment, Selection, Enrollment and Attendance (ERSEA) of
program participants to comply with federal regulations and to
ensure the program reaches and maintains full enrollment throughout
the year. Review Community Assessment information, current
enrollment trends and any other information impacting enrollment to
determine program design options, recruitment strategies, and
enrollment guidelines for Head Start (HS) and Early Head Start
EHS). Provide support for developing the program’s Enrollment and
Recruitment Plan. Assist in creating and maintaining record-keeping
and reporting policies for waitlists, enrollment, attendance,
timelines, schedules, and procedures in accordance with designated
federal program requirements for all program grants, options, and
sites. Monitor the verification of income and eligibility
qualifications of children and families. Ensure data integrity:
Monitors ChildPlus database for compliance in all aspects of ERSEA
Ensure applications are complete and data is entered accurately and
timely into the ChildPlus database. Ensure on-going monitoring,
tracking, follow-up, and analysis of enrollment data, and produce
regular reports for management meetings Continually monitor over
income and disability percentages to ensure the program is meeting
Performance Standards expectations Collaborate with Center
Managers, Content Area Managers and Specialists, Family Service
Assistants, and ERSEA team to ensure data integrity Monitor and
review ERSEA-related reports Develop and facilitate trainings for
staff on data quality in collaboration with the DATA Team, ERSEA
co-workers and administrative staff. Review Family Files to
monitor, track and develop corrective action plans for ERSEA
compliance Conduct announced and unannounced Monitoring visits to
assigned centers Monitor and provides resources for promoting daily
attendance, Average Daily Attendance, and data entry procedures
Assist in maintaining enrollment forms and ensure information is
current, accurate, and distributed to all necessary staff to meet
program requirements Participate in the development and
implementation of the Recruitment process annually. Organize
outreach and networking opportunities with potential stakeholders
to provide information and enrollment opportunities. Develop and
maintain community relationships to support enrollment efforts.
Participate in developing an effective recruitment plan with
concrete strategies and activities. Support the development of a
staff friendly ERSEA Plan that addresses all aspects of ERSEA,
clearly explains expectations and procedures, and is modified, as
necessary. Participate and lead program wide strategic meetings
with other program Administrators and ERSEA team (Self-Assessment,
Planning, Audits, Recruitment, Professional Development and
Community Partnerships among others). Provide clear and consistent
training to staff on ERSEA policies and procedures. Ensure that
staff responsible for determining program eligibility are aware of
latest updates. Facilitate information and training annually to key
stakeholders regarding ERSEA’s policies to program Leadership team,
Policy council and Board of Directors, when necessary. Responsible
for leading and guiding the Family Service Assistants and Center
Leadership in all ERSEA-related components of their
responsibilities, expectations, and evaluation of their
performance. Collaborate and lead with other content-area
Specialists in the implementation of our recruitment kick-off
events and ongoing recruitment efforts. Identify and share
resources with Center Leaders/Family Services team to promote daily
attendance Participates in agency-wide projects such as the
Self-Assessment, Community Assessments, Strategic Planning
meetings/trainings, Professional Development, Volunteers among
others Develops and distributes ERSEA-related reports for
monitoring, goals and objectives, and corrective action plans
REQUIREMENTS: Bachelor’s Degree in non-profit administration,
education, social work, family studies, human services, project
management or related field 3 years of Head Start or similar
experience 3 years of supervisory or leadership experience in an
early childhood, non-profit or social work service setting required
Knowledge of Head Start Performance Standards, especially those
related to ERSEA. Ability to function as a team member as well as a
leader Experience developing, implementing, and managing systems,
procedures, policies, databases, and other professional documents
Ability to effectively communicate and work with diverse families
and professionals Ability to exercise discretion in handling
confidential information and materials Advance knowledge of
computer applications, Microsoft Office, Database management,
Email, Internet, and ability to learn and master other computer
technology/software as needed Excellent communication skills, both
written and verbal, and ability to work within timelines Training
experience with small and large groups Current enrollment in the
Childcare Division – Criminal History Registry. Valid Georgia’s
Driver’s License PREFERRED REQUIREMENTS: Master’s degree in
non-profit administration, education, social work, family studies,
human services, project management or related field Employment and
