Job Summary

Obsidian Solutions Group (OSG) is seeking Senior Operations Planner to join our team!

The Senior Operations Planner will provide full-time support to emergency preparedness and response activities. You will collaborate with scientists, engineers, and technical personnel both internal and external to the organization; lead the development and coordination of operations at a variety of on- and off-site locations. In addition, this position will serve as an on-call member of a response team to support emergency operations in the region.

Specific Responsibilities

  • Serve as the focal point for planning, analyzing, developing, and implementation of readiness operations and activities
  • Execute scenario plans, with input from program components and external partners, including those for large scale, multi-agency emergency response readiness activities.
  • Maintain strong working knowledge of TTP (Tactics, Techniques, Procedures) CONOPS (Concept of Operations), and the application of nuclear weapons engineering fundamentals as related to Explosive Ordnance Disposal (EOD) WMD Defeat operations.
  • Provide input to scientists, engineers, technicians, and instructional designers for training curriculum and aides for readiness activities under guidance from federal program requirements.
  • Ensuring effective relationships are established and maintained with DoD, FBI, DHS, National Laboratories, International Partners, and other emergency response/operations stakeholders.
  • Assist in research and development, and TI (Technical Integration) of new COTS and laboratory developed equipment.
  • Assist in implementation of related performance metrics and quality assurance processes; and ensuring that security and classification-related aspects of readiness activities, training and related hardware are anticipated and addressed.
  • Fill on-call positions on a rotational basis to maintain 24/7 coverage of nuclear emergency response programs to ensure 100% operational readiness
  • Maintain appropriate on-call position readiness through program directed training (both initial and recurring) by the program coordinator, master scheduler and skill set managers
  • Deploy and perform tasks in radiation environments at forward locations that require in-depth knowledge with Radiological Worker II requirements and maintain required medical qualifications

    Qualifications
    • EOD Technicians or Hazardous Devices School certified bomb technicians with 8 years or more of experience
    • Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
    • Bachelor's degree in a related technical discipline and 8 or more years job-related experience; in lieu of a degree, a combination of formal education and experience will be considered
    • Experienced as a supervisor, manager, or lead; skilled in mentoring, planning, and delivering training
    • Experience e in developing, organizing, and leading theoretical and practical classroom experience and hands on and field trainings.
    • Experience developing creative solutions to highly complex problems.
    • Ability to deliver a high quality, polished product in a timely manner, as part of a team or as an independent contributor.
    • Must be an independent, self-starter with excellent organizational skills, ability to multi-task, and comfortable working with an interdisciplinary team of scientists, engineers, technicians, and program managers
    • Significant communication, facilitation, and collaboration skills necessary to present, explain, and advise peers, management, and/or external customers/sponsors.
    • Extensive computer skills (Excel, Word, Power Point)
    • Ability to obtain and maintain a qualified responder Personnel Qualifications Standards (PQS) certification.

      Desired Qualifications
      • Experience as an EOD technician supporting nuclear emergency preparedness and response to conduct actions to defeat WMD devices.
      • Radiography and X-Ray Tool Kit (XTK) experience

        Physical Requirements and Work Environment
        • Garrison work environment including but not limited to:
          • Occasional field/tactical environments
          • Occasional extended working hours will be required
          • Schedule: M-F 0700 to 1700
          • Ability to stand greater than 6 hours, climb stairs, work at night, and manage items greater than 50 lbs
